  1. Introductions, Agenda Review and Approval of Minutes of November 5, 2009

• Minutes approved

  1. Harriman Report and Update
  1. Program Review

• 5 meetings since the last SSFC meeting

◦ Full faculty meeting

◦ John York, Auditorium Director

◦ Science, Library, Technology

◦ DEP meeting on permitting and storm water management

▪ Community Center and High School have been considered one property during our planning

▪ A question was raised if they are a combined use

▫ The only connection is proximity – we have to write a letter asking that the two parcels be severed for the permitting process

◘The DEP will consider our request, but they haven’t said whether they will approve the request

▫ A second charge was for the City to look into the discharge rights and the impact on Portland Pipe Line

◦ Ross Little and Bill Barthelman

▪ Raised the question about process:

▫ Design – Bid – Build or

▫ Construction Management

• There was a question about comparisons of the square footage of classroom space to classroom space in entirely new buildings so that the impact of trying to renovate older buildings is not factored in for our building

• Once the plan is nailed down, it would be a great idea if the Committee could do a walking tour to see everything that is planned to be changed

• Comparison of Scarborough and S.P.H.S.

◦ Scarborough is built around the existing facility

◦ S.P.H.S. is being built right in the middle of the existing portions of the school

• Reviewed the existing power distribution concerns with the phasing of the project

• A question was raised about whether there have been any discussions with the Maine Renewable Energy Consortium

• Working through these meetings provides more definition on each of the areas

◦ Upper floors pretty much the same as the Committee had previously seen

◦ Athletics has had a chance to review the proposals and has approved the plan – concerns were raised regarding security and supervision – these have been addressed by clustering Athletics/PE areas at one end of the floor so that they could be closed off from robotics and tech ed

▪ Will have to meet plumbing code in the cluster areas outside the gym

  1. Green Building Intro

• This will be a major portion of the December 3, 2009 meeting

  1. Middle School Application Updates

• Application handed out

  1. Communication Plan

• Consider putting the Communication Plan out through Harriman

• We have received 2 initial proposals and are getting another

◦ The initial proposals were used to develop a list of strategies for the SSFC to prioritize what they wanted from a Communications Plan

• SSFC was asked to rate the importance of the strategies that they would like the Communications Plan to contain

• Members of the Committee completed a chart that will guide the evaluation of the plans from Communications firms

  1. Other

• Tom Blake suggested a meeting on December 15 for the Board of Education and the City Council with the Green Building Council

◦ Concern was raised that the decisions that this Committee makes regarding Green standards may be impacted by Council decisions regarding LEED certification

• Public Comment

◦ Support for green building initiatives

◦ Information on enrollment needs to be clearly articulated

  1. Next meeting date: December 3, 2009 – SPHS Library, 6-8:30 P.M.

• It was suggested that a significant portion of the December 3 meeting be spent on “ Green Building”

• December 3 meeting – extend meeting time, 6-8:30 P.M.

◦ Go through the building from A – Z on the project itself

◦ Will try to tape the December 3 meeting
